Goes to show you that these guys don't know anything about how the military works. The real story would be that Marines are so scared to shoot back that they ask permission because they don't want to go to prison for doing what they were sent there for.
And yeah, you only have to have 3 years for SOME jobs (XE) but you still have to pass their PSS course. Guys fail the opening day weapon quals all the time, so not just any old douchebag can work for XE.
