Bryan Bishop and Ben Lipkowitz talk about how to make a civilization seed with SKDB (social knowledge engineering database). The concept is to leverage hackerspaces, fablabs and other groups around the world to shift the burden away from makers to a core group of package maintainers who verify hardware designs and make it easy for makers to do what they love best... which is making, of course! Everything in SKDB has both instructions and CAD files but also easy "outs"-- you probably don't want to make your own screws, so there's a "buy" button next to every "make" button.
