Unlikely. AfterEffects is used mostly for image and video compositing, keying and masking. There's some animation to it but it's nothing that can't be duplicated in Premiere which is used mostly for editing, and I should know this because I'm a visual effects major. Flash is usually preferred for any animation like this.
Too bad we don't get to see more French cartoons like this in the States.
