I think there would probably need to be an immediate threat of nuclear strike on the UK before Radio 1 would consider a simulcast feed with the World Service. Or maybe "we've just heard, Hell has frozen over"
Incidentally if it was TTS voice reading the announcement that would probably be the clearest sign that everyone has run to the shelters haha.
I really doubt that the BBC would put vision on the internet radio broadcast. It would require too much effort, also I think that breaking news should not have a theme tune in front of it.
