this is the ballet of eastern german tv (Fernsehen der DDR)
and the clip was recorded in dresden in 1969

One of the neon signs they're dancing behind has Cyrillic lettering, so this is in Eastern Europe or Russia - not what I would usually consider to be the most swingin' part of the world back in those years.
