This electronic voice phenomenon was recorded at the Burlington County Prison Museum in Mt. Holly, New Jersey. The museum was featured on a episode of the Sci-Fi Channel series Ghost Hunters.
Paranormal investigator L'Aura Hladik captured this audio while alone in the museum. She was investigating for her book "Ghosthunting New Jersey" and smelled cigarette smoke. The museum is a no smoking facility, but this phenomenon has been noted by other ghost hunters, including The Atlantic Paranormal Soceity (TAPS).
The voice is thought to be Joel Clough, a prisoner who was sentenced to death for the murder of his girlfriend. When the prison was functioning, guards noticed the smell of smoke with no source and other inmates feared the cell where Joel was kept the night before his execution.
You can read more about this investigation and many others in "Ghosthunting New Jersey". Also, see more audio clips, images, videos and stories at americashauntedroaptrip.com
At the end i heard "commited no crime" and the exhale was probably the spirit smoking since she smelt cigarette smoke..... I'm not sure... lol its just a guess... ^_^
