April 1932. President Paul von Hindenburg casts his vote in the April 10th Presidential runoff election against Adolf Hitler, representing the Nationalsozialistische Deutsche Arbeiterpartei (NSDAP). Hindenburg won the election with 53.0% of the votes cast against 36.8% for the NSDAP leader. The leader of the Kommunistische Partei Deutschlands, Ernst Thälmann, received the remaining 10.2% of the votes cast.

He didn't "elect" Hitler for anything. In fact, he despised him. Hitler was elected Chancellor, not president anyway. Hitler did not have complete power until Hindenburg was dead in 1934.

You're right about Germany's progressive voting rights, but ultimately Parliament or the Reichstag was meaningless as most power was vested in the Kaiser (King of Prussia) and the Chancellor. After 1918 it become very democratic but eventually it was eroded until Hitler came along and swept away the remains with little or no protest from very many Germans.

I don't think he's shocked so much as he is old and gradually fading into senility. I think that the whole question of voting and elections were still sufficiently new for him and the German people that he might have been slightly bemused.
