Today the International Criminal Court is investigating grave crimes in Georgia, Colombia, Afghanistan, Guinea, Cote d'Ivoire and Gaza. These preliminary investigations are bringing unprecedented global attention to conflict and crimes in these nations. In this four-minute video, leading figures in international criminal justice discuss the role of this new mechanism. Ken Roth, CEO of Human Rights Watch calls them a "prod" for domestic justice as well as a way of addressing some of the legitimacy challenges of the ICC's presence in Africa. ICC Prosecutor Luis Moreno-Ocampo calls Preliminary Examinations "the most critical aspect of positive complementarity." How do ICC preliminary investigations affect peace and justice in states during this period of scrutiny? What opportunity does the instrument of preliminary examinations pose for strengthening domestic justice systems and security sector reform?
