So why did Senator Inouye stymie the question about the Shadow Governments REX-84 program during this committee?

If you google the quote, the NY Times ran the transcript in full. It is taken totally out of context. Quite funny how cters use it to support an idea it has nothing to do with

I think he is referring to black operations and behind it. Alot of conspiracy theorists think he is talking about the shadow "New World Order" but it would make more sense if he was referring to the CIA.

Was he refering to the CIA since it is a meeting concerning the Iran-Iraq contra. Or does still water truly runs deep... is there an organization out there manipulating world affairs? Furthermore, if this organization exists, what is its structure and more importantly, how long has this organization been manipulating world events. There is no consensus even amongst 'conspiracy theroist', however one thing is certain, what we see as politics everyday is a facade, something is lurking behind...
