In this video, President Bush (the senior) appears to be shape-shifting into a reptilian. Watch him as he sees himself on the monitor, as he appears to be shifting and squirming, very uncomfortable is he. Start by pausing at 04"..35" his eye really freaks out and there is a clicking sound, probably a camera.

Some have said the effect is caused by the light, and that may be, but if it's true, nobody has been able to reproduce the effects.
