Peggy is correct only the risk management division cares and only the departments internal affairs look into allegations of labor violations. You see the DOC is a self regulated business. No one stands in their way to oversee opperations. Chuck Ryan is a true dictator living on rules he creates and enforces. Brewer and the DOJ should be overseeing him. They dont because Brewer is Chuck Coughlins puppet and Coughlin and Ryan ate friends. The DOJ is Ryans former employer from the Abu Graibe era
