No, it's not. The song is about incest and suicide. It's based on an old folk song called "The Ballad Of Lucy Wan" about a girl who has sex with her brother and gets pregnant. When her brother finds out he kills her.
In Kate's version, the girl commits suicide to spare her brother of the shame.
