I taught mine to whisper. When I say "speak!" she barks at full volume. Then when I say "whisper" she makes a very soft almost purring sound. Now that one took a while to teach.

Im sure he's smart. Just have some patience. Just keep showning him that he gets a treat for following your command. He will start to associate doing that action with the treat.
