If you play Thief on expert, you're not allowed to kill ANYONE in any level, unless of course you're dealing with spiders or zombies. (At least in the first two games, I'm not sure about the third). I take that as a sign that the developers wanted you to play Garrett that way. Honestly, it doesn't seem quite right to leave a trail of blood behind you as a master thief. First, there's no subtlety. And second, a lot of those people are innocent..sheesh, they're just rent-a-cops, doing their job.
