They don't care about tourists and foreigners doing drugs because they are so outside of the society, this is common as well in South East Asia. Interestingly enough in Cambodia many people would go there and 'flip out' in this way because of drugs, women, booze and just getting lost. Difference is they're not israeli or even jewish just regular expats who've lost the plot but they are not always so lucky to have a people who can help them.
