Yep, Randy Newman is the composer. It's been covered a lot and for good reason, particularly since the New Orleans floods of several years ago.
I'm always amazed that people assume that the first person THEY hear sing a given song must be the composer. I know a lot of folks convinced that Joni Mitchell was covering Bette Midler or vice versa with "Twisted." In fact, both were covering the great Annie Ross (of Lambert, Hendrix, & Ross fame) and Wardell Grey.

the song is actually called Louisiana 1927 and its by Randy Newman off of the album "Good Old Boys" Thanks for the post, good cover.
