You haven't got a jack lead in have you. I had an issue with hum on my hurricane and it turned out to be a a poor jack lead, i used one of my other ones and it's super silent. Obviously if you really turn it up you're going to get some noise, there's no situation where you would need it much further than 12 o clock.
If you still have issues with it contact cornford. You usually get to speak to someone on the phone [usually paul conford himself or the other guy he works with]

Nah, that's not normal. I've got one of these and it don't do dat. Get it in for a check up, shouldn't be hard to diagnose and fix seeing how accessible the guts of it are.

The fact that it starts to 'whistle' on high suggests to me that you've got a microphonic tube there. Try swapping the 12AX7s, particularly V1, and see what happens. Do also follow the recommendation of an earlier commentator and make sure you use a decent lead, particularly if you use single-coils.
Do stick with OE valves, unless you want to get into the whole re-biasing lark, which I suggest is a factory thing.

@keith9849 I took it to a very good amp tech and got it sorted, Cornford customer service was sadly non-existent entirely! I do use decent leads and tried it with a variety of guitars but this was with nothing plugged into it.
The fault was actually in some aspects and construction. The reverb tank was causing the microphony and 3 wires inside (2 of which had presumably moved since construction) were causing the excessive hum.
