Umm...you realize that what you've "captured" there is just the National Weather Service's Doppler radar, which is located in that exact part of the BNL site, right? Radar glitches like that are incredibly common. The RHIC isn't even running right now (they never run it in the summer for power cost reasons). Nice try.
