*****NOTE***** Judge Chason ruled July 30 that Jenkins and Cook were in contempt. They have been sentenced to four days in the Randolph County Jail. Hope to have video of the decision posted by July 31 eve. This is a REVISION to the original video(youtube.com/watch?v=GcBmp-nwBT), as the opening part had been left off inadvertently. Youtube only permits ten minute clips, so a little of the ending is not on this version; you can see that on the original.

This is the second called budget meeting, on June 30, for the second vote on the budget. Board Member Don Smith had requested that items be added to the agenda, but they are not there. He asked again that they be added, and Chair Buck Cook refused. Board Member Tom Mock objected to the Chair's refusal to add the items, and the board voted on that appeal, which passed. (This was per Judge
Chason's ruling on June 16 - see video Randolph County BOE Jun 16 09 for explanation of the ruling.) However, Cook objected that board policy still precluded additions to the agenda.

Reminiscent of the January 15 09 meeting, Cook continued to object loudly, while Smith read the added agenda items and they were all passed. These included
designation of Tommy Coleman as board attorney; setting a regular meeting time; policies about financial transactions; policies about meeting procedures; and a
personnel matter, a complaint against Superintendent Jenkins.

The 2010 budget was then brought up and also passed. Despite the budget being passed, Cook stated that he would place an ad in the paper the next day, advising that school would not start on time, and that employees would receive their last check in August.

The majority then adjourned and left the room. Cook, Jenkins, and Board Member Reverend John Davis, who had come in late, continued to meet briefly and discussed accepting personnel resignations, on-line training, and holiday schedules. No votes were taken. Cook stated that he will hold a press conference at the Courthouse on Thursday or Friday at 9am.
