The tale of the Three Billy Goats Gruff ends unhappily for the troll, and the moral of the tale is - from the troll's point of view - that it's better to take a good proposition when it comes along rather than wait for a better one. Many owners of property that they could at one time have sold, but now are stuck with, might agree.
This poem reflects a view of life somewhat like the novels of Evelyn Waugh.
