She was famous because her group had great songs and yes her beauty helped too and that she was very likable with lots of charisma. Not because she was punk or blond.

Seen plenty of crazy female fans chasing male singers i.e Elvis, Beattles,New kids, Justin Bieber etc etc. Its Gotta be the only time in the history of music where a female performer has had that kind of effect on male fans. And they wern't just 15 year olds either, most looked in their early 20's. Deborah Harry was everything a young man could ever wish for in a girl.
