Here's Boomer was an NBC TV show that aired between 1979 and 1982 in its first run, and then it repeated on the Disney Channel around 1986. Boomer was a stray Dog, and each week he would come to a new town and help someone with a problem in some way.

A pirate adventure. Captain O'Connell following his seafaring dream, searches for hidden treasure with the help of Boomer.

You'll see the German titles at the beginning and end. That's because the video was taken from the German-dubbed episode, and the sound is from an audio cassette I recorded from the TV back then. That was mixed with the German video to make a complete episode in English.
