Oregonians will consider Measure 50 on this November's ballot. Measure 50 sounds good, but contains several dangerous loopholes. Did you know that over 70% of the money from the proposed tobacco tax increase won't be spent on children's health insurance? And what about the $65 million blank check the legislature can spend on any health care expenditure it wants. Those funds could even be spent on the huge no-bid contracts the state hands out to HMOs and health insurers to cover people on the state's health plan. Measure 50 will be the first time our constitution was amended to create a tax for a single product. Tobacco taxes don't belong in our constitution. What's more is that the legislature has frittered away hundreds of millions of dollars from the national tobacco settlement. We could already have already paid for a children's health insurance program, but now we're giving the legislature even more money to waste. We deserve a better plan. Vote "NO" on Measure 50.
