I have experienced a similar play. In that situation, I called the foul intentional, awarded free throws and possession.
The reason this foul looks to be intentional is that (the following is NCAA), "Running into the back of a player who has the ball, wrapping the arm(s) around a player and grabbing a player's legs or torso." The foul in the video would be more or less a "textbook example" of this.
