It is meant to do that buy his DVD Jeff Dunham Spark Of Insanity go to extras and go to the making of Melvin and you will see there.

this is not a blooper. he did it on purpose. he is a skilled enough craftsman that he could have made the hair not come off. he carved the doll head and then carved the hair separate. i think the reason it was not painted all the way on the inside was becasue it is either not going to be looked at enough to matter or it was on purpose to make fun of hair peices

This wasn't a blooper, if you watch the dvd 'spark of insanity', you go the the extra's and if you watch 'the making of melvin', he tells that he wanted to do this in the show
