Perfectly legal as long as both trailers are braked, the first trailer is a fifth wheel, and the driver has at least a non-commercial class A license with doubles/triples endorsement. CA highway patrol can and will pull you over if you're over length, though. Typically, the fifth wheel will have electric brakes and the second trailer should at least have surge brakes.

I saw an F-350 like this one at Glamis pulling a large fifth wheel camper, with a large toy hauler camper behind it. not sure if he was legal though, must have had a special license.

Ok... this is my video and for all that look or looked here is some interesting info: In California and Arizona it is completely legal to tow tandem behind a fifth wheel. The length is a question that differs in states, but from what I can find its 75 feet max. (Some say Cali is less but no one could tell me the truth).
Next, the truck and flatbed have both been stolen over the last year and the fifth wheel was sold... I don't own any of the three parts anymore.. sad as that sounds. .

Up to 65 feet in Arizona and unknown in California... (ok.. I was about 75 feet.. but dont tell anyone...)
