lvl 99 should be enough. choose atleast difficulty 3 and they should have it.

Any char what can wear adamant equipment like Cloud, Tidus or Squall.

where do you get adamant items???

you can get them by item drop. just search for a enemy in quick battle who has adamant equipment and fight him until you obtain what you need. you can also trade items for adamant equipment in the shop, but this is far more time consumig than the first option.

The AI even for the LVL 9's in this game is flawed because it is too easy to predict their attacks and guard them. But still very impressive!
