The double yellow lines we have in my area discourage crossing back and forth. But people still do it. I usually share lanes slightly over the speed of traffic. Without those lines people don't even signal sometimes. Constant braking in front of you is so annoying. The most annoying are those tailgaters that constantly brake.

@TheRealGplusJ, just 15 miles. takes me 17 minutes to get home. 45 minutes on car with this kind of traffic.
