I don't believe that considering city work trucks have either blue or orange flashing lights at the front and back of their trucks and they've been using them for ages. And do you really think NYCT would be using them if they're illegal? Maybe they're illegal on private vehicles (such as cars), but I doubt they're illegal on city buses.

The blue lights signify Select Bus Service (SBS) vehicles.

NYS V & T law specifically states blue lights can be used by vol FF & police agency's (rear facing only) So unless NYC changed a NYS V & T law they are illegal

If you say so. The cops were out in full force last week ticketing people stopping and driving in the bus-only lanes, but I don't know of any cases where they pulled over the buses for illegally flashing blue lights.
