Idk what happens after 40 or so seconds, can people PLEASE tell me what would cause this strobe?

I drove all over NY, at least 1,200 miles so far in the last 2 days. I been looking for stuff, and let me tell you its not easy to find so far. It seems they do stuff at night mainly, some of the stuff I didnt get on tape but I tried to get most of it.
