It's the handler, not the dog

Notice how the first handler doesn't have control of the dog. The dog is totally not focused on her. Second handler comes in, establishes rules, dog responds in kind. Dog is now what I call "plugged in" or in "follower mode". Leash is loose, dog is going same pace as the handler. This is the way to get your dog to focus on you. Once your dog has this level of focus on you, you can then let him have more freedoms- looser leash, off leash, exploring the environment- he has EARNED the PRIVILEGE of these freedoms by checking in with you.
