Clones are the origanal source of the republc and empires army, but after kamino attempted to rebel, production of clones is questionable, not clear if they continued using kamino, and if so a battalion or something probably guard it. There are also new templates for the Stormtroopers as Jango is dead his DNA would not be enough, like in the new Clone Wars episode when the clones are training, the P.M of kamino says his DNA is stretched and defects occur. so a new host and recruits are used.

@ConalKerigan Dozens of sources say they're both clones and recruits. See Battlefront II for example, where they explicitly say that the 501st is a special case.
