Democracy on the mainland has very deep roots (take Holland e.g.)
The Swiss were already gathering on local market places to vote when you were still an absolute monarchy.
The Greeks were counting votes before you even existed as a nation.

Could you have meant the millions that perished in the centuries in which the British Empire was busy becoming even bigger and greedier (all the Boers that starved in your concentration camps e.g.)?

No problem with a referendum, just as long as it is the right one.
There is no point in voting over the Lisbon treaty as the general public wont be arsed reading it.
Any referendum should be a simple "in" or "out" and the people of Britian can live with the consequences of ether.
