it's not a glitch..they taunt repeatedly at each other. taunting is allowed while stunned, so when the the sniper is about the pull back the arrow, he is stunned by the other sniper

@TheSisisspore Not a glitch, its placed in the game on purpose, there is actually an achievement associated with this taunt. This "glitch" as you call it is actually known as sniper mind games.
