what does it mean for president bush? it means he'll have a harder time breaking the law from 06 to 09. it was part of the reason the GOP lost control of the congress in 06 and it was part of the reason obama got elected. does it mean he or any of his administration will be criminally punished? no. the american people don't take laws and morality very seriously.
