@NewGuy2534 The Imperial Guard. They're sent in like pigs for the slaughter, so as to win back the worlds. And it is also dependent on how far gone the planet is, and if it has some religious sentiment to the Imperium itself. The Sabbat Worlds for example are in a state or perpetual Crusading warfare, because its is holy for the Saint Sabbat, of the worlds she had conquered in early Millenium 38. There are those that are not worth maintaining and are destroyed though.

@Exzibionperez Naturally, the Inquisiton is the interior investigators. Not all of them are so radical though, for example Gideon Ravenor and his motley warband of psykers and ex-bounty hunters. For almost 70 years, they had hunted one man, specifically trained to break apart the Imperium by the seams, with the mere mind he possessed. Sygmund Molotch. Or Inquisitor Eisenhorn, many are fair minded, but there are thousands that are radical in their jobs. Exterminatus isn't to be taken lightly.

@Exzibionperez In a universe full of heresy, betrayal, and warfare, not even the lowliest citizen can be trusted to not be a small cog in the greater mechanisms of Chaos or Tau. With Tau expanding its territories in Segmentum Obscuras, Chaos being everpervading in the Eye of Terror in Segmentum Solar, the Orks striking throughout the galaxy, the Tyranids rising in the Eastern Fringes, and the Necrons waking from their tombs after Millenia. Naturally, trust is something gained, not given.
