From a non-bias standpoint, I think they were both turtling. Although, Akuma was doing a zoning-turtling. It's how the really characters play. Charge characters like Balrog (in this case M. Bison) are GENERALLY more turtl-ish because they have to hold back to use their special moves. Akuma is pressured to zone Balrog, because he can slowly chip down Balrog's health and keep a far distance from him, because of his lower health. Sorry for the long comment, enjoyed the vid.

Guys, Akuma isnt turtling. Its called zoning. Akuma could never fight Boxer one on one due to his low health. He's keeping Boxer at bay where he can't do anything. It's called being smart.
