It means "be opened." Is it Aramaic (Syriac) (Chaldean)? Greek? An explanation. Also a comment on Gallaudet motto on its seal. A re-do because the first one took 22 hours for Youtube to make available. Some parts of video are double-speeded because YouTube limits my video to 10 minutes.
