@Mshalamov If the patient gives consent to the EMT/Paramedic to video tape him..then HIPPA can't do anything

HIPPA applies if identifying information is provided. As the video clearly shows the patient's face, this is a violation. Furthermore, I cannot conceive of a reason they took off the occlusive dressing that would result in anything but harm to the patient.
That said, it's quite an educational video.

@Mshalamov Its obviously some sort of military hospital or aid station. you can tell by the way one of them is addressed as Sir. Patient is probably not American.
That is one big ass wound, probably an exit wound. Who knows if they survived, I have my doubts.

He has about a 50% chance of survival but given the location of the wound, I'd say his chances are pretty good.
