Things this video doesn't show: Why the man was pulled over. To me it looks like they stopped him because he was driving down the street where he could get hit by a car. They may have wanted him to drive on the side walk where he would be safe. You don't hear the conversation so assuming and putting words in their mouth is just inflammatory. The old man could be agitated about anything, we have no way of knowing what started this. He could be angry at his son that lives around the corner.
