@enfamy its what psygn0sis said, and you can get a thinner form of this too. Look up EL WIRE (short for Electroluminescent Wire) on Ebay. Its cheap to buy and easy to use and cut into smaller lengths.
You can use this for highlighting trimming inside and outside your car home etc.
I used some of this stuff for a TRON suit, and inside my house. Its great stuff and runs on a small 2 AA battery pack

nope, it's just like a vinyl sticker, but it blinks, it was quite cool
