Ok this is what I have so far: Funkadelic "Cosmic Slop", James Brown & The JB's Live in Paris 1971, the eviction scene from "Roger & Me", videos of the Wigan Casino, Jazzie-B from Soul II Soul, the "Junkie Chase" scene from "Superfly", and (I think) a video of Cameo. Other than that, I don't know the source material for the Katrina and other footage at all. I can't place the Bowie but it looks "Station To Station"-era. The Stones w/Brian Jones looks 1964-ish. This video is amazing.

Incredible video. Stones Throw is doing a contest right now to create a music video to any song in their catalog. You should enter this. I'm going to be putting together a video for the contest and I was going through some of the songs I liked from the label to see if they already had a video for them. That's how I stumbled across your video. So even though it's probably not in my best interest to tell you since i'm entering as well I just had to because the video is spot on with the song.
