@AMNBOSSTOO Yes, the bearings on the bike are intended for very heavy load (the weight of bike and rider) therefore, thy are not free spinning enough to make the balance visible.

Is there a reason it can't just be done (ON) the bike?

I balance the rim by itself to find its heavy spot. I then mount my tire accordingly.
I wouldn't be thrilled using that spacer to center the wheel. Instead, I machined a hub that uses the wheel bolts to center the wheel.
