That's all good and well when it's implied, but during the actual movie, close to nothing substantial happens that would draw them to become more affectionate towards each other.
The only scenarios that come close are that she gets put into a situation where Ray has to go and rescue her, but that doesn't necessarily then lead to them becoming fond of one another. Superman doesn't exactly date every woman he saves.

They grew closer to eachother, they did. When the aftertexts (or whatever it's called) is rolling, you can see Scarlett leaving on a cruising ship, and around her you see an overall happy atmosphere, but she is looking really sad. Maybe about leaving Ray?

I didn't like Scarlett at all until the very end of the movie when she stopped calling for Simon. Until that point, she just spends the entire movie being obnoxious, conceited, arrogant, and an up-tight snob. Also, the "relationship" she had with Ray just seemed forced. The only time they spent together was whenever they snuck into that building with all the mirrors and Ray noticed that she's attractive, and just from that, we're just supposed to assume that they grew closer to each other? =/
