Song wise, it isn't really a max out but a smooth transition from 300 to 1200, and 1200 being replaced by 150 when reached. According to the London Trocadero's "ITG3", its peak speed is 1168.

Actually, if I remember correctly, the main part of the drill in M.A.G.I.C. Speed Ball is only 1120ish, and that part only lasts for about a measure. There's a one or two beat max out at like 1164ish.

282.8 x 4 = 1131.2, + 7 measures. I'd agree with you on the fact that Speed Ball has a build up and doesn't give you a chance to get into a good trilling position, but Cube Negative requires you to hold your speed.

Try Hatsune Miku no Syoushitsu x1.3 rate. It's a good training to runs and trills.
