Osoto Gari, and just as RichardPLN stated you can't hold onto that collar too long (I know of a 5 sec rule). either way it is not an effective way to perform the throw because he's not using the pull ARM and breaking balance. you also want to be chest to chest, pushing forward with your opponent in order to disturb his center of gravity, thus tipping him backward. If all that is incorporated, the sweeping of the leg is pretty much a finisher.
It seems to be a variation to osoto gari... Remember that in competition you are allowed to hold your opponent's collar like this not longer than 3 seconds...
