Dick. They need your help, they are stranded probably with all of their communication equipment fucked and all you can do is stand there, point a camera at them, make them feel REALLY uncomfortable and pressured, AND slag them off when the shit hit the fan. Waste of tax payers money? Nope.

First off I gotta know how they can drive under water. I know about snorkels for engines and such but how are they almost fully submerged and still going. Secondly a boat would have made more sense. Finally to the guy that filmed this. You probably lost your home in this flood. I dont feel too bad about that after you trash talked those soldiers. Sucks to be you asshole!
