In any event all you hear in this performance is 6 mins of an hour long piano concerto. Melodies abound, good sir. Do not be so quick to jump to rash, uneducated conclusions. Otherwise, you appear the fool.

I would most assuredly say it has passed the test of time, otherwise it wouldn't even be performed. The reason you don't hear it as often as Rachmaninoff's 3rd piano concerto for example, is because it is quite long and extraordinarily challenging.
This concerto is very good, but did not pass the test of time bc, it sounds like a bunch of little, charming, piano pieces put together. No pervasive, deep melody. Other than that,...... eh. I like it but it is like modern musicals, all beat and no melody to "whistle."

This is one of the most beautiful concertos and sadly rarely played. Of course it requires a titanic technique and great artistry.
