According to Holy Quran, no one is authorized to decide who is right and wrong. LAKUM DEENUKUM WALIYYADDEN. mere liye mera deen r mubarak aur ap k lye apka deen mubarak. So the person who claims the other is kafir is Kafir himself because only Allah has authority to decide who is kafir and who is true.
