Not evil. Corrupt because Liu Kang died. Now he would do anything, and I mean ANYTHING, to keep Earthrealm safe. Even in the story Raiden says he struck a deal with Kahn: the safety of Earthrealm for Taven's life.

Of course, if Kahn would keep his word was doubtful.

Raiden becomes evil in Armageddon and Taven had to fight him and beat him in the story mode.

Maybe he tried to ditch the explosion xD or when he moved Raiden got in the way so you just couldn't see him but he was still there.

Well, nowadays who knows... I mean, until MK4 he was the Protector of Earthrealm, so out of his dominion he would be powerless. But since MK4 Fujin is supposed to become the Protector in his place, as Raiden became an Elder God. Now, in Deadly Alliance he renounced to his status, but then nobody knows when he can or cannot fight
